"Shift to Federalism: Is it Necessary Today?" monograph


     The monograph is a documentation of a forum in which Atty. Alberto C. Agra from the Ateneo Law School and Mr. Philip Camara, president of the Pinatubo Party, debated the pros & cons of federalism. The forum was held at the Ateneo Professional Schools, Rockwell Makati, on 2 December 2005. The monograph tackles concepts and arguments relevant to the current Charter Change issue.

     These are 2 tools that the Ateneo School of Government developed as part of the project entitled "Development of Good Governance Indicators for Poverty Programme Assessment". The Project team were, Ms. Henedina Razon-Abad, Ms. Angelita Gregorio-Medel and Mr. Alex Brillantes.

     These cases were produced for the Seminar on LGU Capability Building Program on the Urban Development and Housing Act with the Mondragon Foundation and USAID in 1998.

Four cases were developed, these are :

The Gatekeepers of Marikina

The "Lote Para sa Mahihirap" Program of San Carlos City, Negros Occidental

Balancing the Scales: A Review of the Pharmaceutical Markets of the Philippines, Australia and Thailand


     This research was pursued as part of the project, "Equity in Health: Revitalizing the Philippine National Drug Policy," commissioned by the National Drug Policy Program of the Philippine Department of Health, and undertaken by the Ateneo School of Government.

    The objectives of this research were as follows: ·to describe the issues and problems currently evident in the Philippines that influence and affect equity in access to health care in general, and pharmaceuticals in particular; and, · to document the pharmaceutical markets of two other countries - Thailand and Australia - with an eye to understanding the interventions that may be adapted and applied to address the issues identified.
