Organization Development |

| The course
provides students with theories, strategies,
and tools in change management in the
context of organization development
in the public sector. Using initial
knowledge and skills from previous MPM
courses that enabled the students to
define their strategic response to the
issues of their respective government
organizations, the course will enable
the students to design appropriate strategies
for addressing the power of the status
quo in government bureaucracies, managing
resistance and sustaining the gains
from change initiatives. The course
further strengthens the development
of students as leaders who possess the
competencies of the Leadership Framework. |

Public Finance & Budgeting |

| The course
provides students with a working knowledge
of public finance concepts and processes,
particularly the major areas of taxation
and public expenditures. Although the
theoretical foundations of the field
are discussed, the focus is on the actual
experience, particularly of the Philippines,
in the conduct of fiscal policy and
in the budget process. Effort is also
directed at presenting public finance
and budgeting principles as they relate
to current issues and to national goals
such as poverty alleviation, promotion
of social justice, and sustainable economic
development. |

Operations Management |

| The course
equips students with the basic tools
and techniques necessary to design,
implement and evaluate development programs
and projects. It teaches students cost-benefit
analysis. |

Local Governance |
| |

|
| The course
provides students with the basic principles
and operative policies of the Local
Government Code coupled with the practical
and experiential knowledge on the management
and operations of LGUs – as development
agents and arena for change and reform.
The course advocates for an effective
and efficient decentralization, devolution
and local autonomy. |

Statistics of Public Management |

The course
equips students with the basic statistical
techniques required in the systematic
and empirical analysis of public policy.
Emphasis of the course will be on the
practical application of these techniques
to public policy issues and problems.
At the end of the course, the student
shall be able to organize and summarize
data, select appropriate tests or strategies
for data analyses, interpret results
of data analyses in a meaningful way
and efficiently use computer software
for statistical analysis and interpretation. |
