He is the Representative of the 1st
District of Bukidnon. He was the principal
author of the Clean Air Act of 1999.
He is the national chairperson of the
Kabataang Liberal ng Pilipinas. He taught
in Xavier University, the University
of the Philippines and the Bukidnon
State College. He co-authored the book,
The Philippine Political Culture (View
from Inside the Halls of Power). He
was project director of the Bukidnon
Integrated Network of Home Industries,
Inc., an NGO involved in Grameen banking. |

his Ph.D. in Economics and his MA in
Economics from the University of the
Philippines. He is the Asia Research
and Advocacy Officer of the Catholic
Institute for International Relations
and a Senior Research Fellow of the
Center for Social Policy and Public
Affairs of the Ateneo de Manila University.
He is an Associate Professor and Chairperson
of the Economics department of the same
university. He was formerly the secretary-general
of a coalition of labor federations
(1986-87), the Lakas Manggagawa Labor
Center, and a coalition of development
NGO networks (1990-93), CODE-NGO. He
was a director of the Center for Community
Services (1988-90) and the Center for
Social Policy and Public Affairs (1993-2000).
Besides teaching, he is the research
adviser of the Ateneo School of Government. |

from 1982-1984. She has published papers
and implemented projects on science
and technology, gender, technology and

Ethics in the Ateneo schools, in private
corporations and in government agencies.
She has published and delivered various
papers on philosophy, on ethics, on
education and on anti-corruption strategies.

of staff from 2000-2002. He was awarded
the Lingkod Bayan Presidential Award
by the Civil Service Commission in 1997.

Mrs. Francisco was Director of the
Bureau of Patents, Trademarks and
Technology Transfer for 2 years before
becoming Director General of the
Intellectual Property Office. She
as actively involved in the finalization
of the Intellectual Property Code
which took effect on Jan. 1, 1998
and ensured the country’s compliance
with its obligation under the WTO-TRIPS
Agreement.

She was also the Executive Director

in Sydney, Australia where she also
earned her MA in Education. She finished
BS Elementary Education from the Philippine
Norman College.

was the first female valedictorian
of the Ateneo de Manila University
where she finished BS Management Engineering
(Magna Cum Laude). She earned her PhD
in Economics at the University of California
at Berkeley. She was a former Undersecretary
of Finance where she oversaw the operations
of the International Finance, Corporate
Affairs and Policy Development and
Management Services Groups and the
Bureau of Local Government Finance
and National Credit Council.
She is currently a member of the
Board of Trustees of the Ateneo de
Manila University, a convenor of
the Ateneo Research Network for Development
(ARND) and a Senior Fellow at the
Center for Social Policy of the Ateneo
School of Government. Her consultancy
work involves her expertise in Institutional
Finance, Local Government Finance
and Fiscal Management Her current
work includes the development of
a Water Supplier Sector Roadmap for
the Philippine Government; the analysis
of the continuing decentralization

experience in the conduct of project
feasibility studies for various types
of projects, especially in transportation
and tourism planning, monitoring and
evaluation and project design. He has
had international experience in the
implementation of technical assistance
projects related to the preparation
of project studies in Vanuatu and Belize.
In his almost 11 years of consulting
experience, he has been involved in
a significant number of projects teams,
either as a specialist or team leader.
Among these were as monitoring and
evaluation specialist for the Secondary
Education Development and Improvement
Project; as team leader of the Post-Evaluation
Data Collection Survey on JBIC Financed
Projects; as consultant for the Update
