  • Abad, Florencio

  • Abad, Henedina


    She obtained her Master in Public Administration from the Kennedy School of Government, Harvard University and her Master in Applied Sociology and Anthropology from the Ateneo de Manila University. She graduated cum laude with an AB Economics degree from Maryknoll College. She is the current Representative of the Lone District of Batanes until the opening of the next Congress in June 2007.

    She has developed, implemented and coordinated projects on governance particularly in public sector reform, rural development, decentralization, local development, change management and leadership development, among others. She is on the board of various government bodies and presidential committees. She has written various papers on governance.
  • Acosta, Nereus


    He obtained his Ph.D. in Political Science from the University of Hawaii, East-West Center as a scholar. He obtained his MA in International Relations and Political Studies from Indiana University of Pennsylvania. He is the Representative of the 1st District of Bukidnon. He was the principal author of the Clean Air Act of 1999. He is the national chairperson of the Kabataang Liberal ng Pilipinas. He taught in Xavier University, the University of the Philippines and the Bukidnon State College. He co-authored the book, The Philippine Political Culture (View from Inside the Halls of Power). He was project director of the Bukidnon Integrated Network of Home Industries, Inc., an NGO involved in Grameen banking.
  • Aldaba, Fernando


    He obtained his Ph.D. in Economics and his MA in Economics from the University of the Philippines. He is the Asia Research and Advocacy Officer of the Catholic Institute for International Relations and a Senior Research Fellow of the Center for Social Policy and Public Affairs of the Ateneo de Manila University. He is an Associate Professor and Chairperson of the Economics department of the same university. He was formerly the secretary-general of a coalition of labor federations (1986-87), the Lakas Manggagawa Labor Center, and a coalition of development NGO networks (1990-93), CODE-NGO. He was a director of the Center for Community Services (1988-90) and the Center for Social Policy and Public Affairs (1993-2000). Besides teaching, he is the research adviser of the Ateneo School of Government.
  • Ancog, Amelia


    She obtained her Ph.D. in Public Administration from the University of the Philippines. She is the vice president of the National Research Council of the Philippines. She was an undersecretary at the Department of Science and Technology from 1993-1998 and was the assistant secretary from 1987-1993. She was a vice president of the Development Bank of the Philippines from 1982-1984. She has published papers and implemented projects on science and technology, gender, technology and law. She teaches at the Ateneo School of Government and at the National Defense College of the Philippines.
  • Ang, Alvin P.


    Finished his BA in Economics at the University of Santo Tomas and went to the National University of Singapore and completed his Masters Degree in Public Policy. He recently graduated from Osaka University with a PhD in Applied Economics. He has 15 years of professional experience in both public and private sectors spanning Development Planning, Policy Forumulation and Analysis, Investment Research and Economic Forecasting, Academic, Consultancy and Teaching.
  • Palma-Angeles, Antonette


    She obtained her Ph.D. in Philosophy from the Catholic University of Louvain, Belgium and her MA in Philosophy from the Ateneo de Manila University. She is the academic vice president of Ateneo de Manila University and an associate professor. She teaches Ethics in the Ateneo schools, in private corporations and in government agencies. She has published and delivered various papers on philosophy, on ethics, on education and on anti-corruption strategies. She is on the board of various associations.
  • Barbo, Lutgardo


    He obtained his Bachelor of Laws from the University of Sto. Tomas and his Master in Business Administration (units) at De La Salle University. He was Governor of Eastern Samar from 1988-98. He was the Senate Secretary and Clerk of Court for the Impeachment Court. He is presently the chief counsel at the Office of Sen. Aquilino Pimentel, Jr. and was his chief of staff from 2000-2002. He was awarded the Lingkod Bayan Presidential Award by the Civil Service Commission in 1997. He co-authored the book, The Philippine Political Culture (View from Inside the Halls of Power).
  • Barretto, Benjamin


    He obtained his Master in Management from the Asian Institute of Management and his BS Management Engineering degree from the Ateneo de Manila University. He is the administrator of the School of Government. He has 15 years’ experience in the private sector and teaches at the Ateneo Schools. He was the executive administrator for the MBM program of the Asian Institute of Management. He has written research papers on financial and market studies.

    He obtained his Master of Laws, Public International Law, from the University of British Columbia. He is a graduate of the Ateneo de Manila University School of Law. He is presently the Associate Dean for Student Affairs of the Ateneo Law School and head of the Research and Linkages Office of the Philippine Judicial Academy. He has also assumed directorship of the Adhikain Para sa Karapatang Pambata of the Ateneo Human Rights Center (Child Rights Unit). Besides teaching at ASG and the law school, he also teaches at the Ateneo Graduate School of Business.

  • Co, Edna Estifania A.


    She holds a PhD in Public Administration from the University of the Philippines where she also earned her MA in Public Administration. She finished a Bachelor of Arts in Literature (Magna Cum Laude) at the Sacred Heart Colelge in D.C. She has had consultancy work with various government and donor agencies as the Senate of the Philippines, AusAid, Christian Aid London, Oxfam America and Ford Foundation. Her current interests are on democractization, citizenship, citizens ‘role in governance, civic service, youth Service, policy and policy reforms, quality service and innovations in service delivery.

    Dr. Co is also currently an Associate Professor at the UP-National College of Public Administration and Governance (NCPAG), a faculty affiliate of the College of Community Development and Public Affairs at the UP-Los Banos and is the Project Leader of the Philippine Democracy Assessment for International IDEA (Stockholm, Sweden).

  • Cuenco, Jose Agustin C.


    He has extensive experience in managing institutional communications, public relations and advocacy programs. He holds an MA in Public Management from the School of Government of the Ateneo de Manila University and is currently pursuing his doctorate in Public Administration at the National College of Public Administration and Governance at the University of the Philippines.

    He is currently the Associate Director of the School of Government’s Academic Program; a Training Consultant for the National Youth Commission and the Private Enterprise for Accelerating Resource Linkages 2, a project of the Canadian International Development Agency.

  • Francisco, Emma Cariño


    Atty. Francisco obtained her college and law degrees from the University of the Philippines. She is the founding Chairperson of the IP-PRO (Intellectual Property Professors and Researchers Organization of the Philippines). Apart from law practice and IP consultancy, she gives lectures in various national for a including the Institute of Judicial Administration attended by judges and other members of the judiciary, and, the Mandatory Continuing Legal Education required by the Supreme Court of the Philippines for lawyers who wish to remain in good standing.

    Mrs. Francisco was Director of the Bureau of Patents, Trademarks and Technology Transfer for 2 years before becoming Director General of the Intellectual Property Office. She as actively involved in the finalization of the Intellectual Property Code which took effect on Jan. 1, 1998 and ensured the country’s compliance with its obligation under the WTO-TRIPS Agreement.

  • Hidalgo, Fe A.


    Dr. Hidalgo was a former Undersecretary of the Department of Education and was even OIC Secretary of DepEd from 2005-2006. She was also the Executive Director of the National Educators Academy of the Philippines. She obtained her PhD in Philosophy from the Macquarie University in Sydney, Australia where she also earned her MA in Education. She finished BS Elementary Education from the Philippine Norman College.

    She was part of various education projects as Deputy Project Director for the Country Program for the Children V, The Early Childhood Care and Development Project, The Project on Basic Education (PROBE), Hastening the Impact of PROBE, the Basic Education Assistance for Mindanao. Dr. Hidalgo was involved as Asst. Deputy Project Director for the Third Elementary Education Project (TEEP) and Secondary Education Development Improvement Plan (SEDIP).

  • Gonzalez, Dennis T.


    He obtained his Ph.D. in Theology (summa cum laude) from the Catholic University of Louvain, Belgium. He obtained his Licentiate in Sacred Theology (summa cum laude) from the same university. He graduated magna cum laude with a BSE major in Philosophy degree from Mater Dei College, Antipolo.

    He has taught philosophy and theology at the Maryhill School of Theology (MST), at the East Asian Pastoral Institute and, at the Institute of Formation and Religious Studies, among others. He was an Assistant Dean at MST. He was editor of the series, Mga Kataga sa Teolohiya and of the theological journal, MST Review

    His public sector experience includes his present position as chairperson of the National Book Development Board. He was a consultant of the Curriculum Reform Committee of the Department of Education in 2001-2002.

  • Villadolid-Gonzalez, Hilda


    She obtained her Master in Public Policy at the National University of Singapore as a Singapore Government (Temasek) scholar. She graduated cum laude with a BA Journalism degree from the University of the Philippines. She has 11 years’ experience in the executive and legislative branches of government. She was chief of staff and director III of the Office of the Secretary, Department of Education (2001- 2002), where she was involved in policy formulation and implementation.
  • Guevara, Milwida


    She is currently the President and Chief Executive Officer of Synergeia Foundation. She has served as a Fiscal Expert and Fiscal Advisor to various international development organizations, among which include the International Monetary Fund, Wold Bank and other UN organizations. She held the position of Undersecretary (Deputy Minister) Department of Finance (DOF) from 1994 until January 2000. She obtained her Master of Arts in Economics at the University of Asia and the Pacific (Ford Foundation scholar) and a Master of Arts in Fiscal Studies, University of Bath, UK (British Council Scholar). She graduated Summa cum Laude, Ph.D. in Public Finance, Lyceum of the Philippines. She has been cited by the Philippine Inquirer, a major Philippine Newspaper as "One of the Filipinos who did us Proud in 1999" together with Former Pres. Fidel V. Ramos, for her efforts in the legislation of the Comprehensive Tax Reform Program.
  • Karaos, Anna Marie


    She obtained her Ph.D. in Sociology at the New School for Social Research in New York City and her M.Phil, Economics and Politics of Development in Cambridge University. She graduated summa cum laude with a BS Management Engineering degree from the Ateneo de Manila University. She is presently the executive director of the Institute on Church and Social Issues of the Ateneo. She is on the board of various non-government organizations. She has published and delivered research and conference papers on urban studies, the sociology and politics of urban poverty, low-income housing, social movements particularly urban social movements and the political economy of developing countries.
  • Lozada, Gilbert G.


    Mr. Lozada finished his BA in Political Science from the University of the Philippines where he also earned his MA in Public Administration. Aside from the Ateneo School of Government, he also teaches at the Pamantasan ng Lungsod ng Maynila-Graduate School of Management. He is also currently the Treasurer and Consultant of the Public Governance and Development Initiatives.

    His fields of expertise are public administration, political science, transportation planning and housing.

  • Gregorio-Medel, Angelita


    She obtained her Ph.D. in Development Sociology from the University of Bielefeld Germany as a Konrad Adenauer Stiftung scholar. She obtained her MS in Psychology from the Ateneo de Manila University. She is a consultant for participatory project management of the Arbeiterwohlfahrt Bundesverband, Germany and for research direction and conceptualization of the Ateneo Center for Social Policy and Public Affairs. She has designed and provided consulting services on human resource development with emphasis on empowerment-oriented thinking and approaches, organization development and transformation, monitoring and evaluation and strategic planning. She is on the board of various non-government organizations and associations. She is the faculty coordinator for the School of Government’s Leadership Program for Public Servants and was instrumental in the formulation of its Leadership Framework.
  • Medina, Carlos


    He obtained his Master in Public Administration from the Kennedy School of Government, Harvard University and his Master of Laws from the University of London, School of Economics and Political Science. He is presently the executive director of the Ateneo Human Rights Center where he litigates cases for indigent victims of human rights violations, organizes legal aid centers and trains students. He is the secretary of the human rights committee of the Law Association for Asia and the Pacific and is the secretary-general of the Working Group for an ASEAN Human Rights Mechanism. He teaches at the School of Government and the Ateneo Law School.

  • Minda, Enrico C.


    Mr. Mina is currently a part-time Professorial Lecturer at the Ateneo Graduate School of Business MBA Program where he teaches Economics for Manager, Business Policy and Corporate Planning among others. He is also Vice President and Consulting Director of Kaizen Management Systems, Inc. where he facilitated Total Management training implementation in many private firms as Meralco, St. Luke’s Medical Center, Philips Semiconductors Philippines, Inc. etc.

    He earned his MBA at the Ateneo and is currently a DBA Candidate and Entrance Scholar at De La Salle University.

  • Ponce, Eliseo


    He obtained his doctorate in agricultural extension (research and statistics) from Ohio State University and his MA in Teaching Chemistry from the University of the Philippines. He is a visiting research fellow at the Philippine Institute for Development Studies. He is a professor of agricultural research and extension management at Leyte State University since 1986. From July 1998 to Feb. 2003, he was seconded to the Department of Agriculture as a Director of the Bureau of Agriculture Research. He was a technical expert of the Congressional Commission on Agricultural Modernization where he helped craft pertinent provisions of the Agriculture & Fisheries Modernization Act including its Implementing Rules & Regulations (IRR) in the areas of human resource development, agriculture research and development, and extension. He was a technical expert of the Food and Agriculture Organization of the UN with assignments in the South Pacific Islands, Vietnam, Indonesia, Jordan, Bangladesh, Syria and Papua New Guinea.

    He has conducted agriculture research and development projects on sustainable/upland agriculture and small farmer development. He has published and presented scientific papers on agriculture and rural development.

  • Ragragio, Juan Mayo


    He obtained his MA in Economics from the University of the Philippines School of Economics. He graduated cum laude with an AB Economics degree from Ateneo de Naga. He has at least 20 years’ experience in the design and management of technical assistance programs to strengthen local governance and support decentralization efforts, project development, alternative finance, participatory planning and program development, institutional and policy development. He has published studies on these fields. He was the lead consultant for development investment of the Governance and Local Democracy (GOLD) Project for (USAID). He was a governance consultant for the Asian Development Bank and for the New Zealand Embassy. He provided consulting services on local governments for various foreign funding agencies and national and local government bodies.
  • Soriano, Ma. Cecilia G.


    Dr. Soriano was the first female valedictorian of the Ateneo de Manila University where she finished BS Management Engineering (Magna Cum Laude). She earned her PhD in Economics at the University of California at Berkeley. She was a former Undersecretary of Finance where she oversaw the operations of the International Finance, Corporate Affairs and Policy Development and Management Services Groups and the Bureau of Local Government Finance and National Credit Council.

    She is currently a member of the Board of Trustees of the Ateneo de Manila University, a convenor of the Ateneo Research Network for Development (ARND) and a Senior Fellow at the Center for Social Policy of the Ateneo School of Government. Her consultancy work involves her expertise in Institutional Finance, Local Government Finance and Fiscal Management Her current work includes the development of a Water Supplier Sector Roadmap for the Philippine Government; the analysis of the continuing decentralization and devolution of services to LGUs through the League of Cities; and the review of existing policies and facilities for financing devolved activities in the Philippines and relevant international experiences.

  • Supangco, Joselito


    He obtained his Master of Science in Transportation from Northwestern University, Illinois and his B.A. in Economics from the Ateneo de Manila University. He has had extensive experience in the conduct of project feasibility studies for various types of projects, especially in transportation and tourism planning, monitoring and evaluation and project design. He has had international experience in the implementation of technical assistance projects related to the preparation of project studies in Vanuatu and Belize.

    In his almost 11 years of consulting experience, he has been involved in a significant number of projects teams, either as a specialist or team leader. Among these were as monitoring and evaluation specialist for the Secondary Education Development and Improvement Project; as team leader of the Post-Evaluation Data Collection Survey on JBIC Financed Projects; as consultant for the Update of the Market Forecasts for the proposed Bauan Port International Container Terminal and the Subic Freeport; as project financial analyst / economist for The Establishment of a National Common Database and a Comprehensive Geo-Spatial Information Network in the Philippines; and as Transport Economist at Asia Halcrow Inc. for the Philippine National Roads Bridge Replacement Project (Department for International Development (UK).
